Plans to start constructing a new downtown Madison Public Library have hit a big snag, as the city and the developers, the Fiore Cos. and Irgens Development Partners, cannot agree on the final cost of the project. Madison Mayor Dave Cieslewicz says the city cannot spend more than $37 million, while the developers say they need $2 million more.
